Overview
This assessment is designed to enable you to:
- Produce a pre–tender methodology statement
- Produce preliminary programme of works addressed to a client, for a construction project.
The project is based around a case study as outlined in the assessment file.

Read the fact sheets for Modules 1 and 2. The information you need for this assessment is contained in the fact sheets and web links for these modules. We would also encourage you to do your own research to enhance your answers.

Case Study
Your company is submitting a tender for the construction of the Bethlehem Medical Centre, as outlined in the attached Request for Tender documents. As part of the tender documents you are required to provide:
- A methodology statement (Part A)
- Preliminary programme of work (Part B)
Part A – Methodology statement
The methodology statement is to be written for the client and will describe the method you propose to use to complete the project. It will require a professional presentation that contains
- An introduction
- A sequence of ideas that is logical and linked, that o Addresses at least five key client requirements o Uses a methodology that meets current good practice, etc o Ends with a summary conclusion
- Technical language that is appropriate to convey meaning in the construction context but also suitable for a client who may have no building experience
- Appropriate spelling, grammar, and layout.
- We want proper explanations
The methodology statement is also a marketing tool, as you are using it as an opportunity to convince the client that your company is the best choice.
Your statement should leave the client with confidence that you understand the nature of this contract and have considered the most appropriate options to meet the client’s needs.
Consider this
- Consider what might give you an edge over your competitors on this particular contract.
- Address key aspects of this contract that you see are the riskiest.
- Be careful not to just list the activities as bullet points. Remember your audience and provide explanations for each point
Part B – Programme of works
Your preliminary programme of work must contain the following:
- Your programme is to be presented using Microsoft Project (2010 or 2013 version)
- Your programme is to include a minimum of 75 tasks.
- The programme is to be submitted with the tender documents and would be considered a preliminary programme.
- It is to be presented in a Gantt chart format.
- The time frames represented are to be realistic, even if it is preliminary. This is a tender document and will be considered a legal commitment if accepted.
- The tasks must be presented in a logical sequence that meets current industry good practice.
- The programme is to specifically address any particular key aspects of this contract that you have identified.
- The presentation is to be professional and of a high quality. It must meet an industry context but be simplistic enough for the client to follow the construction logic.
You are NOT required to include a critical path.

- Architectural plans
- Architectural Specifications
- Engineers Plans Fire Report
These documents were sent out with the Request for Tender and are appended to this assessment.
Note: For this assessment, you just need to submit your work i.e.
- Word File for Methodology Statement
- ZIP file carrying your Microsoft Project Plan in Microsoft Projects (.mpp) format, not a PD
Constraints
You need to factor the following constraints into your programme:
- There is a potential fit out contract to follow. Allow 52 days in your programme for this once you have the building closed in.
- There is a busy main artery road adjacent to the site that has extensive traffic flows. It cannot be blocked in any way. The traffic is particularly intense from 7-9am and 3– 6pm.
- You will have read (in the specification) the continuing issues with the neighbours. These issues are ongoing.
